Each category is a country that you embody on this forum. You, as a native member of your country, are the moderator of your forum and blog. Inside your blog you will monthly upload an article. The forum part of your section is dedicated to any topic dealing with your country and everyone can create sub-toppics inside this kind of section.

Hey, I'm having some trouble posting a topic. I can't find a button or anything to upload a new post. Any thougts?
In order to post a new topic you have to click on link of the forum/blog section that you want to display your message. Then you have to click on NEW TOPIC.
